Network Navigator is committed to ensuring digital accessibility for people with disabilities. We are continually improving the user experience for everyone and applying the relevant accessibility standards.
Conformance Status
We strive to conform to the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA. These guidelines explain how to make web content more accessible for people with disabilities, and user-friendly for everyone. WCAG 2.2 extends 2.1 with new success criteria including minimum target size, focus appearance, and dragging alternatives.
Laws and Regulations
This website is designed and maintained in accordance with:
- Americans with Disabilities Act (ADA) - Title III, which requires places of public accommodation to provide equal access, including through digital platforms.
- Section 508 of the Rehabilitation Act - Requires federal agencies and organizations receiving federal funding to make their electronic and information technology accessible.
- Alabama Accessibility Standards - We comply with state-level requirements for digital accessibility in public-facing platforms.
- WCAG 2.2 Level AA - The internationally recognized standard for web accessibility, covering perceivable, operable, understandable, and robust design.

- Color Contrast - Text and interactive elements meet WCAG AA contrast ratios (minimum 4.5:1 for normal text, 3:1 for large text).
- Alt Text - All meaningful images include descriptive alternative text; decorative images are hidden from assistive technology.
- Responsive Design - The site is fully usable across screen sizes, and text can be resized up to 200% without loss of functionality.
- Reduced Motion - Animations are minimized for users who prefer reduced motion via their operating system settings.
- Form Accessibility - All form fields have associated labels, autocomplete attributes, and clear error messages.
- Minimum Target Size - Interactive elements meet the WCAG 2.2 minimum 24×24 CSS pixel target size, with 44×44px on mobile.
- Descriptive Links - All links use meaningful text instead of generic phrases like "click here."
- Accessible Dialogs - Modals and popups use proper ARIA roles, focus trapping, and can be dismissed via keyboard.

This website is designed to be compatible with the following assistive technologies:

Accessibility QA Checklist - WCAG 2.2 Level AA
The following checklist is reviewed before every publish to ensure all pages meet our accessibility standards:
Structure & Semantics
- Single H1 per page with proper heading hierarchy (H1→H2→H3)
- Semantic HTML elements (header, nav, main, footer, section, article)
- ARIA landmark roles on major layout regions
- Page titles are unique and descriptive
- Language attribute set on <html> element
Keyboard & Focus
- All interactive elements reachable via Tab key
- Visible focus indicators on all focusable elements (3px outline)
- Skip-to-main-content link present and functional
- Focus trapped inside open modals/dialogs
- Escape key closes modals, menus, and popups
- No keyboard traps - users can navigate away from all components
Color & Contrast
- Normal text meets 4.5:1 contrast ratio
- Large text (18px+ bold or 24px+) meets 3:1 contrast ratio
- UI components and graphical objects meet 3:1 contrast ratio
- Information not conveyed by color alone (icons, patterns, or text used too)
- Focus indicators meet 3:1 contrast against adjacent colors
Images & Media
- All meaningful images have descriptive alt text
- Decorative images marked with alt="" or aria-hidden="true"
- No text rendered as images (all text is live HTML)
- SVG icons have aria-hidden="true" when paired with visible text
- Captions/transcripts provided for video and audio content

- All form inputs have associated <label> elements
- Required fields indicated in label text, not just by color
- Error messages are text-based and associated with their fields
- Autocomplete attributes on common fields (name, email, phone)
- Touch targets meet minimum 24×24 CSS pixel size (WCAG 2.2)

- Links have descriptive text (no bare "click here")
- Links opening in new tabs indicated with visual + screen reader cue

- Text resizable up to 200% without loss of functionality
- Touch targets minimum 44×44px on mobile
- Input font size ≥16px on mobile (prevents iOS zoom)
Motion & Animation
- prefers-reduced-motion disables all animations and transitions
- No content flashes more than 3 times per second
- Auto-playing carousels have pause/stop controls
Screen Reader Support
- Dynamic content changes announced via ARIA live regions
- Dialogs have role="dialog" and aria-modal="true"
- Tabs, accordions, and menus use correct ARIA patterns
- Loading states communicated to assistive technology
